Budding Amethyst is a new block added in Minecraft 1.17. It is the only block Amethyst Crystals can grow on, and cannot be picked up by the player, even using a Silk Touch pickaxe. This block is found in Amethyst Geodes, a new landscape added in Minecraft 1.17. If you want to do a simple one, there is a Budding Amethyst block template without any crystals on it. For experienced crafters or people who want a challenge, glue the backs of the Amethyst crystals together, and then stick the tabs into the Xs put on the template.
