Pandas are added in the 1.14 Village and Pillage update, which also added different villager professions, new villages, and the pillager and the ravager. Pandas can be found in bamboo jungles, which is an incredibly rare biome, found near or inside jungles. Pandas can be tamed with bamboo, and can be put in a boat/minecart and be leaded.
